The scientific collaboration between the Institute of Cybernetics, Special Designer’s Office of Mathematical Machines and Systems of the Institute of Cybernetics and the Bulgarian institutions and enterprises (19671978) is described in the article. The essential work performed by V.M. Glushkov on scientific assistance to the Bulgarian partners is shown. The programs related to adoption of the computer technology and production automation in the People’s Republic of Bulgaria are described too. This paper introduces readers with up to date element base which can replace silicon element base of informatics. The properties of fullerenes, carbon nanotubes (CNT), graphene films were briefly described as well as transistors, logic circuits, resistors, interconnections, memory cells, ultra-sensitive sensors and display devices were realized on their base. The following approach was examined: creation of the model to assess the influence of human-machine mistakes in GIS on the process of territories management. With the help of proposed model it is possible to determine averaged characteristics of process of information processing model by geo-informational system. Having defined the connection values for each separate case, it is possible to determine if they go beyond reference values (and how exactly), and to make a conclusion on the disturbance source and size of its influence on the ultimate result of management. Theoretical and practical bases of an expert system construction implemented in a distributed environment were regarded in this paper. Solutions of most key issues relating to design of high-quality mathematical elements of an expert system of educational purposes were regarded and suggested. There were received an opportunity to integrate the elements of an expert system in educational process, the possibility of accumulation and development database, as well as accumulation knowledge base which was built on a sufficiently powerful and flexible rules. The SWASH v.1.10A model (Delft University of Technology, Netherlands) is a computational procedure developed for modeling non-hydrostatic, free-surface, rotational flows in one and two horizontal dimensions. It implementation in the publicly available source code http://swash.sourceforge.net is intended to be used for predicting transformation of surface waves and rapidly varied shallow water flows in coastal waters. This paper proposes a new method for increasing the reliability of data transmission for distributed programmable wireless systems, the essence of which is to apply to increase the reliability of decision-making about the decoded bits of additional information obtained by encoding the tough decisions from the output of each component of turbo code decoder.
