In the work of the concept of the information superiority and information wars put forward by the ministry of a defense of the USA and realised materialized within the framework of the strategic programs of this ministry are considered. The complexes, systems and technologies developed and used in realization of these concepts by the advanced countries are considered.
It is deduce, a that the researches and development in the field of artificial intelliect, intellectual systems and robots are actual rather relevant and define to a great extent well-being and safety of the country.
The historical information of the development of the institute and the brief description of modern system engineering of the state management is adduced. The results of basic researches in the field of new technologies are adduced.
Taking into account, that the change of era of an opposition of strategic arms on era of information wars is in an initial stage, the conclusion is draun:
- The delay in expansion of works on creation domestic and perfection of existing computer and communication technologies, development of intellectual robototehnical systems, highintellectual systems of the tax, preservation and processing of the information with the purpose of realization of an opposition in struggle for information advantage, can result in irreversible consequences;
- It is necessary to create necessary conditions for development of a new conceptual basis of intellectual means of the new generations of information systems and robotics having technical hearing, sight, opportunities of pattern recognition;
- It is necessary to restore domestic technologies and to buy the newest foreign technologies necessary for creation on their basis for the own computer and communication industry. In Ukraine and particular in the Institute of whichare problems of Mathematical machines and Systems NАS of Ukraine the significant volume of theoretical and applied researches is saved, the structure of the highly skilled staff of the scientists and experts was still kept. When wide and effective involving them in scientific researches it is possible advance forward essentially to and to liquidate available backlog from advanced in the technological (relation) countries. We study some learning and recalling capabilities of associative memory based on cellular neural networks. Such a network enables us to provide statistical estimations of attraction radius and memory capacity. Numeric experiments show that cellular neural networks behave themselves according to these estimations. In particular, we show that memory capacity does not increase when increasing network\'s size, if the size of cells remains constant.
